MARIVELES, Bataan — Bataan 2nd District Representative appealed Tuesday to critics of the Freeport Authority of Bataan (FAB) to give its officials a chance to forge on with the Freeport’s ambitious programs for the development of the province.

Garcia, who authored the law for the conversion of the Bataan Special Economic Zone into the FAB, expressed lament over moves to replace the FAB officials who planned and are now implementing the comprehensive development program for the Freeport located in his district.

He said political opponents of his family who lost in the last elections are allegedly posturing to replace the current composition of the FAB Board.

The congressman bewailed the move of these critics, with alleged vested interests in taking over the administration of FAB, to float reports that FAB board members were supposedly handpicked by his father, Governor Enrique “Tet” Garcia Jr.

FINISHED GOODS, on top of raw materials, can soon be imported and traded tax-free within the Bataan Economic Zone and nearby areas as the site is slated to become a free port in 15 days.

This comes as the implementing rules of Republic Act 9728 -- which last year turned Mariveles, Bataan, into a free port -- was published yesterday.

It essentially allows more firms, including those outside the 1,733-hectare economic zone, to avail of the following incentives: income tax holiday; a 5% tax on gross income in lieu of national and local taxes except real property tax on land; duty-free import privileges; 0% value-added tax on the purchase of machinery, capital equipment or raw materials by export enterprises from domestic manufacturers; tax credit for materials to be used in making export products, tax deductions for training expenses, exemption from wharfage fees; and the employment of foreign nationals.

About FAB

FAB History

In 1972, the Bataan Export Processing Zone (BEPZ) became the first official economic zone in the Philippines. (thru Republic Act 5490 of 1969). The BEPZ was one of the most progressive communities in Luzon during its first decade of operation. The area attracted over one hundred multinational locators. Despite the economic activity and growth in the area brought about by the development of Subic and Clark in the 1990s, the development in the BEZ stagnated and then declined rapidly.

To put a halt to the decline of the BEZ and to allow the zone to fulfill its original mandate to become a catalyst for progress and development in the region and to create employment and livelihood opportunities for the people, Congress passed the Freeport Area of Bataan Act (RA 9728), which was enacted into law in October 2009. This Act converted the BEZ into the FAB,a special economic zone and freeport with a dedicated governing authority.
